Whiphill path - response from West Sussex CC
WSCC said: The permissive footpath was not a public right of way and the County Council has acted properly throughout. The closure followed security concerns expressed by Midhurst Rother College. The County Council appreciated that the closure of the path would cause disappointment and inconvenience to some local people, and did very carefully consider if there was any way a path for public use through the college site could be kept but in the end the conclusion regrettably was that this was simply not practical or possible. Fortunately it has been possible to maintain part of the permissive route outside of the college site and link it up with another permissive path which continues to the west.

In addition to this and following quite lengthy negotiations with the landowners involved and with their goodwill, the County Council is on the point of finalising another permissive agreement which will provide a substantial, interesting and enjoyable new path to the north of Midhurst.
